Arcmap 3D Viewer is a command for ArcMap to visualize ArcMap layers in 3D. The command when executed will invoke a new window containing the SceneViewer control. Layers from ArcMap are automatically added to new 3D window. Before the layers are added a spatial filter is applied so that only feature within the current extent are drawn.

Question: I downloaded **ArcMap 3D Viewer** and installed it, but I can't do whatever the video is showing to me.Answer:
The ArcMap 3D Viewer is available for usage only when the ArcGis is installed correctly. Go to Start > All Programs > ArcGIS 8.3 Demos > Documentation (Word). Make sure you have a compatible Office package installed then click that link to file. Use the information you find in the file to properly install the viewer and launch the MXD file which acts as a demo script. You also have to enable the toolbar in the application.
